高凤成，1955年出生，成都人。
四川成都石室初中学校高级教师。中国美术家协会会员，四川省美术家协会漫画艺术委员会副主任，省漫画研讨 会代会长，成都市美协理事。
作品从1980年至今在报刊上发表四千多幅，获各类奖项数十次，并有部分作品被单位、个人收藏，数十件作品赴德日等国家展出。
专题节目《高凤成的漫画幽默》前后 在四川电视台、地方 教育台播出。
代表作：《排涝》、《绝处逢生》、《凯旋门前的定位球》、《热》、《古代 垂钓翁》等。近年来前后 出版了《电脑自学通》、《方脑壳外传》、《绘图先生 反义词词典》、《鬼精灵漫游数学、自然王国》、《图说寓言》等十余本图书。其中《绘图先生 反义词词典》被评为99年度全国优秀畅销书、四川省优秀图书。高凤成于2015年被提名为“中美杰出华人艺术家”候选人，其作品拟被选为美国邮票图案在全美及全球公开发行。
