冯淼(1943.1—已故)曾用名三水，河南南阳人。擅长漫画。1974年河南日报社任美编，1982年开始漫画创作，创办河南日报《漫画月刊》，任副主编，现任河南漫画研讨 会会长。漫画《恭喜发财》入选第六届全国美展，《终有1 怕》入选中国漫画展，《杯水车薪 》入选第七届全国美展，《信息早到了》获工人日报漫画大赛佳作奖，《算算俺这主任还能干几天》获首届中国旧事 大赛优秀奖，《1 觉醒来》入选中日劳动漫画展等。论文有《漫画高等教育教学大纲框架构想》等。
