刘克军，1955年11月12出生，辽宁省海城市人，中国政法大学法律专业研讨 生。系中国美术家协会会员、中国美术家协会漫画艺委会委员、辽宁省美术家协会漫画艺委会主任；沈阳市公安局旧事 发言人、宣扬 处处长；《沈阳公安》杂志、《沈阳晚报·政法专刊》主编；辽宁教育电视台《北方警视》、沈阳电视台《沈视晚报·公安时讯》栏目负责人等。1979年开始从事漫画创作，并积极组织参与漫画界的各种活动，至今已创作时政、法制、家庭、警营文明 、体育幽默、人物漫像等漫画作品数千幅，分别发表在《人民日报》、《讽刺与幽默》，《法制日报》、等报刊上发表。
