杨建臣，出生于河南舞阳县，1962年毕业于西安美术学院油画系，2009年加入中国美术家协会，系中国美术家协会会员，中国书法家协会会员，国家1 级美术师。现任公安部警察文明 艺术沙龙顾问，中国北京书画院常务副院长，中华当代书画艺术研讨 会名誉主席，北京华夏名人艺术书画院院长，《中国书画投资》、《中国书画艺术家》学术委员会委员。中国长城书画院理事，中国民族画院专业画家等职。
作者画风中西兼容，人物、山水、花鸟均有所长，尤擅画奔马、鸡禽，以画鸡出名 于世。其作品多次参加国内外书画大展赛和举办个人画展，并多次获奖或出版发行。被中国文联、文明 部等单位授予“海峡两岸德艺双馨艺术家”、“世界华人艺术家”、“中国百名杰出国画家”、“中国当代美术1 百家”等荣誉称号。其艺术成就由地方 电视台、河南、山东卫视、北京、深圳、郑州、青岛有线电视台等多家媒体、报纸宣扬 报道。2005年央视国际频道《欢聚1 堂》、《同乐5 洲》栏目春节晚会特邀现场画鸡，向世界180多个国家和地区播放，央视1 套也在春节黄金时段多次播放。
