刁斗明(1929.1—1997.10)辽宁锦州人。擅长漫画。1947年任海伦县民众教育馆美术干事、中学美术教师。1951年后历任黑龙江日报、嫩江日报、齐齐哈尔报、鹤城晚报社美术编辑，主任编辑。
作品多次入选全国漫画展并获奖。作品有《给婆婆送药》、《坐而论道》、《这几十年大家都胖了》、《距离》、《揣摩 人的人》等。论文有《寻觅生活中的笑料》等。
《败下阵来》参加1982年全国漫画展，《请婆婆吃药》入选第六届全国美展优秀作品展，《玷污》参加1988年“让世界充满爱”漫画展。
