袁玉堂1950年10月生于青岛，1982年毕业于青岛教育学院美术专业，1999年结业于中国美术学院水彩画高级研修班。中国美术家协会会员，现就职于青岛科技大学艺术学院，任美术创作中心主任。
水彩画《石臼港晨雾》入选第六届全国美展，水彩画《岁月》入选第八届全国美展，水彩画《崂山北九水》入选第九届全国美展，水彩画获山东省庆祝建国5 十周年1 等奖，水彩画获全国纪念“讲话”美展铜奖，水彩画获全国水彩·粉画展优秀奖。
