生于上海，本籍 广东省汕头市人。国家1 级美术师，中国画研讨 院专业画家，中国美术家协会理事。1988年调入中国画研讨 院。现为中国美术家协会会员。
1988年秋率团访日，参加中日水墨画展览及交流活动。1990年春，应邀赴香港举办个人画展。1990年夏，应邀赴泰国举办个人画展。1991年至1992年受聘为美国旧事 文明 总署富布莱特基金会高级学者，赴美国讲学，并在亚特兰大、芝加哥等地举办画展。1995年秋应邀赴马来西亚、新加坡做学术交流，为马来西亚艺术学院讲课。1997年底在深圳（关山月美术馆）举办大型个人画展。1998年9月参加全国第5 次美术家代表大会并当选为理事。1998年11月应邀访问澳门。1998年12月参加深圳国际水墨画双年展。
作品曾多次参加全国美展，和 在十几个国家展出，曾两次获北京优秀美术作品奖，全国连环画二等奖，套书1 等奖；获北京国际水墨画优秀奖及中、日、韩水墨画优秀奖等。次要 论著有《写意人物画技法》、《水墨仕女画技法》、《谢志高画集》等。

1958年考入广州美术学院附中。后入该院中国画系学习。
1966年毕业于广州美术学院中国画系。
1978年考取地方 美术学院中国画研讨 生。
1980年毕业，留地方 美术学院中国画系任教。
