翁元章(1928.11—1993.8)，福建莆田人。擅长中国画、油画。1955年毕业于地方 美术学院绘画系。历任安徽省话剧团舞美设计、安徽省美协驻会画家、美术师，代表作之1 《参加农业劳动去》。离休后被聘福建省莆田兴化大学美术系任教。
作品《大别山农民起义》入选全国建军30周年美展；《老人头像》入选首届全国青年美展；年画《庆丰收》入选全国1965年年画展。
