黄跃红，重庆合川人，职业画家，西藏自治区文学艺术界联合会成员，中国美术家协会会员。1995年进藏，主攻油画。他在西藏前后 绘就数百幅画作，作品多次在西藏自治区和国家级大型画展展出。
