哈斯乌拉，1974年生于鄂尔多斯草原。2001年毕业于内蒙古大学艺术学院美术系油画专业，获学士学位。现任呼和浩特民族学院美术系讲师。中国美术家协会会员。1964年在内蒙古农牧学院畜牧系草原专业学习。1968年分配至内蒙古锡林郭勒盟西乌珠穆沁旗工作。历任旗委宣扬 部干事、旗党校副校长等。1983年任锡林郭勒盟委宣扬 部副部长，1984年调任内蒙古文联秘书长，党组成员、副主席。后被选为内蒙古电视艺术家协会副主席，中国文联委员等。
